I applied for "MBBS" state counselling through ggsipu website can i now simultaneously apply for AIQ "BDS" counselling through MCC website, is it legal to apply for two councelling in same state for two different courses?

Yes. You can definitely apply for both state counselling and All India Counselling at the same time.
From this year MCC will conduct 4 round of All India Counselling-
1. AIQ ROUND 1
2. AIQ ROUND 2
3. AIQ MOP UP ROUND
4. AIQ STRAY VACANCY ROUND
MCC will start the counselling process within a few days as supreme court allowed MCC to conduct the counselling.
