Can I apply for FMG Exam December 2021 without waiting for the Eligibility Certificate from NMC, since I have already applied for it online and submitted all required documents through the registered post?

I have been trying to call all numbers of NMC available. No body picks the call since last 15 days. My some colleagues told me that if I visit NMC office, the staff deployed at the entrance don’t allow to enter the building in, in this case what to do?
