I assume that I will take admission in Delhi University in 6th cut off in bcom Hons but in last special cutoff I have chances to take admission in better college so can I change the college

Yes. You can change your college if you meet the eligibility criteria for the another college.
The procedure will be followed here :
Firstly, you have to withdraw your admission from the college.
Secondly, when you meet the eligibility criteria or the cut off for the course that you want to pursue, you have to apply for another college again.
