If you have opted for upgradation for Round 2, the seat allotted in Round 1 will automatically get cancelled and will be allotted to another Candidate. Hence you have to fill in higher choices or any other choice that you prefer over the earlier allotted seat. But speaking about not getting a college in Round 2, The chances are quite less because if you have been able to get a seat in Round 2, you will get a seat in Round 2. I think you are not clear with the counselling procedure let me explain it for you

See you have got PMCH Patna now your all original documents are with them since you have no original document with you so you will not be given admission in any other institute until and unless you submit your original documents to them so first option is to resign from your current college.

Other option is to wait for All India round 2 if you got upgraded college then you have to get a relieving letter from your current college then submit the relieving letter and your original document to your new college.

If you are waiting for state counselling round 2 then i think you have to resign from all India quota college.
