It is difficult to say which state cutoff will be how much and which colleges you can get seat because As you know cutoff depends on many factors like seat availability, difficulty of question paper and no. of students appearing for examination So according to the previous years cutoff trends present on our website and official websites you with this marks are not eligible for government colleges in any other state because of high cutoff but you can apply for private colleges in other and own state as there cutoff are pretty less despite of you can try for goa state because there cutoff goes lower compared to other state. in most states AIQ (All India Quota) seats are pretty low in number (15%) so with your score of 490 even under OBC category it will be difficult to get admission in Government colleges. I'd personally suggest you sit in Maharashtra state counselling with your state ranking which will provide the best chances for a decent college.
