in most states AIQ (All India Quota) seats are pretty low in number (15%) so with your score of 490 even under OBC category it will be difficult to get admission in Government colleges. I'd personally suggest you sit in Maharashtra state counselling with your state ranking which will provide the best chances for a decent college.
