You have scored decent and but up is a State of higher cutoff. Previous year cutoff was higher than 440 for obc and thus you have very less chances of getting a government medical College in up. For Delhi you will not get any medical College there. But you have chances of getting private medical colleges like
Muzaffarnagar institute of medical sciences. Previous year cutoff was 416 in general so you have fair chances.

Your score in NEET 2019 is pretty low to help you secure a seat in MBBS government medical colleges. As you have OBC certificate from UP, it means that you have a domicile in UP state. And for UP, the cutoffs for medical colleges close over 510 marks.
Hence, you can either try in private colleges or take a drop for one year.
