If the application specifically states that only non-creamy layer OBC candidates are eligible for reservation benefits, and if you are in the creamy layer of BC-D, then you should apply as a General category candidate.

However, since you are from Telangana where there is state reservation for BC-D categories, you should also ensure that you fulfill the state-specific eligibility criteria for reservation in your state.
