Yes there are different states and central EWS certificates depending on a particular state's criteria.
Like for central EWS certificate the criteria set by the government is
"Candidate's annual family income must be less than Rs. 8 lakhs per annum . Their family must not own more than 5 acres of agriculture land. The residential flat area should be below 1000 sq ft."
This is what you will see in a central EWS certificate.
But for himachal Pradesh the criteria is different
"Persons who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs. 4.00 lakh (Rupees four lakh only) are to be identified as EWSs for benefit of reservation."
and this will be reflected in its EWS certificate too.
Therefore EWS certificates of both state and central are different as economically weaker section has different context according to different State. For haryana it is below 6 lakhs.
In such cases it is recommended to make a central EWS certificate according to its criteria if you are applying for govt related reservations or quota.
if Bihar criteria is same as central then the EWS certificate will be same in such a scenario there is no need to make a different certificate. The state certificate will suffice.
