Like You can't get into top NITs with this percentile so you are not qualified for NITs on the basis of this score, but you are definitely qualified to take admission into GFTIs (Government Funded Technical Institutions) based on this score. So this totally depends upon the Institute.
Now you cannot take admission into IITs on the basis of JEE MAINS score if you score 100 percentile, to take admission into IITs you will have to appear for JEE ADVANCED and top 250000 JEE MAINS rankers are qualified to appear for JEE ADVANCED, so you are qualified by this perspective.
