I belong to open category and My parent annual income is more than 6 lakh but less than 8 lakh.is I'm capable for TFWS ?

The Tuition Fee Waiver Scheme shall be applicable to all the sanctioned seats of the engineering and pharmacy courses in the Government colleges or institutions , grant-in-aided colleges or institutions and unaided colleges or institutions approved by AICTE, New Delhi; 2.

The foremost eligibilty for TFWS is that parent’s annual income should be less than Rs.6,00,000.

As you don't satisfy this eligibility I don't think so you are capable of TFWS.
