As per your mentioned rank in jee mains 2019 you may have probable chance to get ECE in DTU. Last year closing rank n first round for outside delhi candidate for ECE under SC category is 25067 respectively. Every year cutoff varies by few marks so you may get admission in ECE at DTU.
