I belongs to Madhya Pradesh but I live in Punjab if I give neet exam from Punjab can I eligible for state quota of MP? Can I apply for state medical college in MP?

Your domicile state or state of eligibility has nothing to do with the place or city from where you want to appear in NEET examination.

In the choices of cities for Neet examination centre you are free to choose any city of any state of your choice irrespective of your domicile state or state of eligibility

So , even if you appear for neet examination in Punjab, you will be still eligible for 85 % MP state quota provided you are the domicile of MP .
