It seems that you want to ask for NDA 2 2021, if not then please mention in the comment section below. Now, according to the eligibility criteria released by UPSC for NDA 2 2021, the applying candidate should have born between the time period of January 2, 2003, to January 1, 2006 but you have born on October 23rd 2002 which makes you in-eligible to apply for NDA. Although your age is around 18.7 years but you are still in-eligible for NDA 2 2021 because UPSC has set the criteria that the applying candidate need to fulfil both the criteria, should have born between the aforesaid time period and his/her age should be between 16.5-19.5 years. If any one of the criteria will not be fulfilled by the candidate  then the candidate will be considered as in-eligible for the exam.
