i calculated my cee marks to be 69 .will i get seat in Dibrugarh University.

Assam CEE Cut Off is normally decided by Assam Science & Technology University which is the exam conducting body of Assam CEE which is organized to grant admission to Bachelor of technology and Bachelor of engineering courses offered by the colleges of Assam.
As you didn't mention your category I'm assuming you're from general category
With 69 marks from being general category you cannot get into Dibrugarh University of Engineering and Technology, Dibrugarh based on previous year cutoff which is 106
