T he University of Delhi issued a notice for LLB/LLM admission 2018-19 and asked candidates to appear before Admission Committee with required doucments. The list of required document comprised Migration Certificate. It means you were supossed to carry that for counselling, as you said you could not produce it during counselling, in such situation, ideally, I think they will put your admission case in provisonal category and give you some time for it. By the way, Notification of first admission list be issued in few hours and clouds of doubt hovering will get clear. I hope it helps!
