Hello,
We understand that the amount against the application fee has been debited from your bank account but the application fee payment status is still showing that the payment is incomplete. In that case you need to initiate the payment once again and the payment must be successful only then your application is considered to be submitted. The amount that was debited earlier will be refunded back to the same account. It will reflect in you bank account statement within 7-10 working days. Kindly check the refund status if it is not refunded you may contact the bank's customer service and enquire regarding the same.
