I cannot find my class 10th passing certificate to be uploaded in neet form... will the certificate downloaded from digi locker be valid?

Yes , they are valid while seeking admission at college, for all necessary documents required at the time of admission checkout the university site.
DigiLocker provides an account in cloud to every Indian citizen to access authentic documents/certificates such as academic mark list in digital format from the original issuers of these certificates.
