Yes you will be able to register for second round counselling. The Uttarakhand Technical University (UKTU) has started the phase 1 counselling and seat allotment for Uttarakhand B.Tech admissions from September 27. The choice filling will begin form 10th October 2021. Keep an eye on the official website for the latest information. The authorities will conduct the Uttarakhand B.Tech counselling 2021 in two phases. Candidates shall be shortlisted based on their JEE Main scores as there is no separate entrance test conducted.
