i cant get my rank in jee advance (not qualified) can i try josaa counciling?

As you mentioned that you haven't got your jee advanced rank so that clearly means that you have not qualified so let me tell you that you have cleared JEE mains cut off then you can surely apply for josaa counselling and apply for IITs/nits/iiits and gftis.
