I checked the opening and closing rank of 2019 om the uptu website. let's say the closing rank for OBGL category for a course in IET is 4001 so, a person with 4000 rank (general), will they take this rank for OPGL category or a person who has 4000 female rank, will they take this rank for OPGL categ

Dear Candidate,
The ranks for various categories differ from each other. Colleges have different closing ranks for different categories. As per your doubt, you may or may not get admission based on the last year's rank. It is just an estimate & many factors come into consideration before actually saying about the closing rank.
