If you have selected accept and upgrade or reject an upgrade in round 1 counselling then only you can take part in round 2 or round 3 counselling of COMEDK entrance exam. But as you have mentioned that you have selected reject and withdraw from the round 1 of counselling of COMEDK exam then it implies you cannot take part in further counselling rounds of the exam. So, just work accordingly.

no , there is  a time to take part in counselling , if you have rejected and withdrawn then now you can't directly go for the second round .
