With your rank, you won't get ECE in Heritage or in IEM or in RCC. But some if the colleges you can go for ECE are:

• Hooghly Engineering and Technology College
• JIS College of Engineering
• AEC - Asansol Engineering College
• Techno India University
• Bengal College of Engineering
• BBIT - Budge Budge Institute of Technology
• Brainware Group of Institution

these are the colleges you can go for. from my personal suggestion, I suggest you choose between NIT or Techno. As they have great placement and faculty are best in their industry.
