• As and when you clear class 12th with minimum 50% of marks you will be eligible for NEET UG EXAM.
• Also make sure you meet the age criteria for the exam
• It does not matter how many times you have repeated a class, but PCB Is must in 11 & 12th and minimum 50% in PCB Class 12th

Yes, you are elligible for NEET 2019. However, you have to pass your 12th board exams overall, as well as score an aggregate of 50% in your PCB subjects, if you belong to General Category, to be elligible to answer the Examination.
