Usually you can change your colleges directly if the university  and opted  course remains the same for both the cases. Its easier within first few weeks. So as far as our country is concerned in the middle of the year we can change universities but you need permission to do so, from the current university you are attending to  show to the one you want to attend.

its better to contact both of the universities if they allow such transfers or not.
