I completed first year degree in Telangana. Can I continue second year in Andhrapradesh ?

hi,
see most of the colleges does not allow to take admission in middle of any course, some times migration is possible if both of the colleges is under same university, so you need to contact with the college authority and make discussion about the admission policy, eligibility criteria etc. however if that not possible you may have to again repeat the first year of study course.
