You'll definitely get colleges with EC.
But getting CSE will be tough with this rank.
Moreover getting good colleges will be tough.

You can get seat in college according to the rank because you have got a decent rank in eamcet exam the problem arise with is reimbursement you won't get reimbursement from ap government because you are non local student according to government rules. So you will get reimbursement from your home state.
