There is no such thing as best degree for UPSC, the reason being if you look at previous year toppers they come from as diverse backgrounds as engineering, medical, science, commerce etc, and even the eligibility criteria of UPSC corroborates this, as you just need to pass graduation in any discipline from a recognized University, you can apply even in final year, and need to attain 21 years as on 1st August of the appearing year, UPSC syllabus is more humanities oriented and some of the course at undergraduate level which overlaps with the general Studies and Optional syllabus of UPSC are political science, history, economics, geography, public administration, sociology or even law for that matter to name a few, if you have any interest in these subjects, you can consider going for specialization, and in future you can also consider for a career in teaching/academia as a back up plan, in case none of these subjects interest you, go for any field of your choice, that won't be detrimental in your success for UPSC as I said toppers don't just belong to humanities stream if we look at past years data.
