now you have completed your 12 after this you will get admission in graduation then you can apply for IAS exam because the eligibility for IAS exam is graduation.

so first you take admission in graduation in any stream such as Bsc, BCom, ba etc in which you are interested, after this complete your graduation you can APPLY FOR IAS EXAM.
