i completed my graduation in feb 2018 and i went for govt exams and currently i am working at a PSB, so can i apply for ielts?

If you are planning to go for higher studies in abroad then you can start the procedure.And regarding IELTS it depends on requirements of the university and the course you are going to pursue.Some universities ask for GRE along with IELTS or TOEFL.Once check the website of the universities for their requirements.I hope this is helpful to you.
