Before appearing for the exam it is important to know the detailed eligiblity criteria to appear for the exam. Candidates are required to fulfill the eligibility criteria to be eligible to appear for the exam. Those who do not fulfill the eligibility criteria are not allowed to apepar for the entrance examination.
The Eligibility Criteria is set by National Board of Examinations (NBE).

As I have already mentioned that there are 50 percent All India Quota seats and 50 Percent State Quota seats for admission through the NEET PG exam. So, it is required to mention that Andhra Pradesh and Telangana has started participating in the 50 percent All India Quota scheme and candidates belonging to these two states are also eligible for 50 percent All India Quota seats.
Jammu and Kashmir candidates are not eligible to participate for admission in the NEET PG 50 percent All India Quota seats. However, candidates who were nominated by the Government of India (under Central pool seats) for MBBS course in medical colleges of Jammu and Kashmir are eligible for admission to the 50 percent All India Quota seats. Also, such candidates must submit an affidavit which declares that they were nominated by Government of India for admission to MBBS course in medical colleges of Jammu and Kashmir.
NEET PG 2019 exam was conducted on 6 January 2019 in Computer based mode. Now, if you are asking about the NEET PG 2020 exam, then you must possess the MCI/SMC registration certificate by then as no candidate is eligible to appear for the exam without possessing the registration certificate.
