It is very unfortunate that you couldn't submit your application form for Assam CEE 2019. I suppose there's nothing you can do in that context as the application date was between 1st March 2019 to 30th March 2019. I'm sorry to inform you but if you want to apply to Assam CEE, you will have to wait for the year and apply again next year.
