i currently study B.E COMPUTER ENGINEERING 3rd sem in sigma institute of engineering vadodara, Gujrat. i am preparing for gtu exams . can i prepare for GATE exam bt i go to abroad

First be clear, Whether you want to prepare for GATE exam or go abroad for your further studies. On the basis of GATE exam exam also many Universities in Germany and Singapore gives admission.
You can only give GATE when you are 8th Semester or have Completed your course.
