The domicile certificate will be issues according to your parents parmanent address. So you can apply according to your parents address.
If your parents from U.P and you are belongs to reserve category than you can get seats through reservation quota.

Hey there!
Students who have passed the qualifying examination from outside UP,you will have to produce domicile certificate of yourparents (father or mother only) at the time of document verification. In case you parents are not a domicile of UP or you have passed the qualifying exam outside UP then no issues, you can still appear for the exam but only around 10% of seats will be available in private institutions and you won't be getting benefits of reservations!
