I did my 12th from delhi.But I have my obc certificate from assam. So am I eligible for home state quota in Josaa counselling.

No you wont be eligible for Home state as the state of eligibility counts Delhi as your home state. The domicile wont matter here. That is the reason why you have to speacify the state of eligibility while filling the application form.
