I did not self report and did not pay tuition fee for seat allotted to me in first phase .can I go directly to web options of second phase of ts eamcet?

You go for the second phase directly their will be no problem for going to the second phase but the seat alloted to you by government will be lost you can't join in that college because you haven't paid any fee for booking the seat.
So you can go for second round without a problem.
