i didnt alloted any seat in cap 1 , so can i fill new colleges for cap 2?can i have to report ARC after cap 1??

yes you can fill new colleges for cap 2 and you need not have to repost agin in cap 2 , so need not to wory and apply the colleges in cap 2 as per your rank. all the best have a great future ahead.
