I didn't pay 40k fees for ipu b.tech second round counselling. Can I eligible for third round counselling?

If you didn't get a college, then its fine. You can participate. But if you were alotted a college and even then didn't pay the fees, it means you rejected the offer. So, you are out of the councelling procedures.
