i don't appear In my board exam so I don't fill the form for 12 board am I eligible to take admission as a REGULAR CANDIDATE to take the exam next year?

You have stated that you have not appeared in the board examination so you have not filled up the 12 standard examination form fill up. If you take admission in the same school or college again freshly then you can appear for the examination as a regular candidate otherwise you will be treated as a non collegiate student or improvement takers student appearing for the next year exam.
