Hello Aspirant,
The registration and the choice filling for CSAB UT will begin from the first week of August 2019. Here are the entire set of rules of the eligibility criteria for CSAB UT 2019 -
- You should possess the State Code of Eligibility (as per the rules of JoSAA 2019) or as notifies by the qualifying examination mark sheet or as notified by the Union Territory.
- You should not have been allotted a seat during the special round.
- You should not have reported against an allotment in the previous JoSAA rounds.
- If you reported at the centre, but your seat was cancelled, you will be eligible.
- If you reported against your allotted seat but withdrew before the sixth rounds, you will be eligible.
- If you paid the initial fees but failed to report, you will be eligible.
The last set of rules do not apply to you since you never applied for the counselling round. Hence, you seem to be eligible for the CSAB UT round as long as you don't participate in the special vacant seat filling round as well.

Even if you did not apply in JOSAA Counseling, you are still eligible for CSAB special rounds. Remember CSAB round is held only for NITs, IIITs, and GFTIs not for IITs. The schedule of CSAB special round has not been announced yet. So, I would suggest you to keep checking its website. Also, read the article whose link I've mentioned to clear your doubts regarding the procedure and all.
