I don't get good marks in graduation. but I get good marks in post graduate. then can i get admission to mlib on post graduate basis.

If the eligibility criteria of any post-graduate program says MLibISc is purely based on graduation, then it's not possible to take admission based on the scores of some other post-graduate degree just because you have scored higher marks in this, anyway if you belong to reserved category then you might have certain relaxation when it comes to your graduation scores.
