I don't have any interest in Engineering and I want to drop it and join BA IN HINDI is this decision right ?

Hello there

Firstly let me clear you that btech(engineering) and Bachelor in arts in Hindi both have a huge difference in their course curriculum, even they both are totally different. See if you are not finding engineering very interesting then you should firstly try out some courses in Bsc that if you're finding it interesting Or not. This is because as you're in engineering then it implies that you're science student and if you're finding engineering tough then you'll find BSC easier.

Now again if you think that too doesn't excites you and you're not finding it good too then you can go to Bachelor in arts and in the Hindi specialisation as you've mentioned. But coming to BA from engineering you would be finding out that many opportunities in corporate world will get vanished. Although there are various options in Arts too but it's of low paying if it's private and if it's government then it will be as according to your service.
