Yes you can appear for neet exam if you don't have bio in 11th but have it in 12th.
I would also like to inform you that even students from non-bio stream can give neet 2019 exam and if they qualify it, they can pursue MBBS. This permission is given by the high court in 2018.

You are certainly eligible to appear for NEET though you don't have biology in class 11. It requires you to study biology in you 10 and 12 classes. But the syllabus for NEET includes both 11 th and 12th biology. You need to study both to be able attend the questions in NEET examination. All the best!!

Yes you can apply for NEET even if you didn't opt for biology in class 11 because only the 12th credentials are taken into account while registering for NEET examination. But you may face problems in the examination as syllabus of NEET consists of both 11th and 12th biology.
NEET 2019 Eligibility Criteria Indian nationals, OCI, PIO, NRI and foreign candidates will be eligible to apply. The minimum age limit will be 17 years as on 31st December 2019. Candidates must have passed 12th or equivalent exam from any recognized board. In the qualifying exam, students must have physics, chemistry, biology/biotechnology and English subjects. Candidates should have obtained minimum 50% marks (for general), and 40% marks for SC/ST & OBC candidates in the PCB stream. Candidates appearing in the qualifying exam are also eligible to apply.
