As per the information available in the TS EAMCET BiPC counselling 2020 detailed notification https://tseamcetbd.nic.in/auth/TSEAMCETB2020ADMISSIONSNOTIF.pdf candidates who haven't attended for certificate verification during first phase counselling need to attend certification verification in final phase counselling and verify their documents. So if you attend for the certificate verification in first phase you cannot again attend in final phase you need to directly exercise web options by paying the processing fee. So if you think you will obtain your income certificate before December 1, 2020 the we suggest you to participate in final phase counselling.

One has to participate in each round of counseling and document verification process with a valid document and its a rule. But you may request the authorities citing a valid reason and hopefully they will give a time till 2nd round. Try to arrange the validity documents as soon as possible.
