I don't have mine domicile certificate for upsee 2019 counselling but I have managed to get prepared form 11 given in upsee counselling

Form 11 means you are talking about incorporation certificate
Yes you can use it instead of domicile certificate because it is valid document used instead of domicile certificate.
Dont worry you can also use form 11 or incorporate certificate instead of domicile certificate.
If you don't have domicile certificate you can also use other following documents :
For obtaining the Domicile certificate following documents are required :
- Proof of residences such as ration card or driving license
- Age proof such as birth certificate, school certificate (10th admit card), etc.
- Two passport size photographs
- Proof of identity such as an Aadhaar card , PAN card , etc.
- Self-declaration form.
- Duly filled the application form.
- Photocopies of all documents duly attested by a government official.
- An affidavit from tahsil or court.
