According to norms yesterday who is deciding or continuing studies not less than 10 years in a state should we counted as a domicile of the respective state. As you have completed your 10th class examination from Uttarakhand and if you have the education in primary level in the from the state of Uttarakhand then you will be sale of the state of Uttarakhand. On the other hand if you reciting in West Bengal not less than 10 years I am studied from primary level to class 10 level and completion of your class 10 examination from the state of West Bengal then you will be counted as domicile of West Bengal.
