I expect 615/720 in neet 2019 ,i can get mbbs in KGMC in all India 15%,or Up state 85%? My domicile is UP

First of all congratulations for a good score in NEET. If the previous year's trend continues this year, the cut off for kgmc lucknow was 589 for state quota 85% general category in UP. Added note that each year cut off fluctuates due to various reason so the cut off can go higher or lower.
you will definitely be getting KGMC through UP state quota as your domicile is up, also in 2018 615 marks would be fetching ranks between 640-994 and in 2017 they would fetch ranks between 1309-1962 so what i am trying to say is last year closing rank for KGMC was 705 and in 2017 cut off rank was 725 so going by these two years standard you can also get KGMC under all india quota
