National Test Agency (NTA) will release the NEET Cut off along with the declaration of NEET result on June 5. As per last year NEET cut off, candidates belonging to UR category are required to score at least 119 marks (out of 720) in order to qualify NEET 2019, while OBC/SC/ST category candidates need a minimum of 96 marks to qualify.
As you are expecting 400 marks which is higher then the expected cut off marks, so you will be getting a govt college in India.

As per the analysis the level of NEET exam was from easy to moderate level so due to this there will be an increase cut-off marks this year and with these marks it will be difficult for you to get any government medical College of you belong to general or OBC category but you can try for private and deemed medical colleges.i Hope this information helps you.
