Eligibility criteria for Neet :
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
Minimum age limit is 17 years .
No Maximum age limit in NEET .
There is no limit on the number of attempts a student can make.

Yes , you can appear for NEET exam only after you pass 12th grade .To fulfill the NEET eligibility criteria , candidate must have passed in Physics, Chemistry, Biology/Bio-technology and English.
Note - Prepare well for your 12th board 2021 examination and passed with good grades and same year then apply for Neet exam.

If you have failed this year and you will be appearing for 12th examination again in 2021 as a private candidate then yes you will be eligible for Neet 2021 as private candidates are eligible for Neet
Prepare well for your 12th 2021 examination and this time make sure that you pass your examination with at least 50 % in aggregate of PCB ( in theory +practical) if you belong to general category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st so that you can be eligible for Neet examination and can take admission after qualifying it
