I failed class 12in 2017,then passed class 12 in 2018 with 75% marks.Am I eligible for Jee advance2019 or fail year will create any problem?

No you are not eligible for JEE advanced 2019 .
Because only two consecutive years are allowed to give exam i e 2017 and 2018 in your case
But you should keep in mind that it is your final chance to be appear in exam for JEE mains only
