I failed in class 12th HSC 2019 , I want to give the exams again next year and not in July(less time left) , what is the procedure?

As you have got failed this time, now if you want to give the reappear examination, you can give this year in July, if you will prepare well for the examination. Also you can give the examinations next year, if you are not able to prepare in this less time. But you have to prepare for the exam whether this year or next year. So prelare well, and give your best in the examinations.
